New organisational structure and associate appointments for TPAS Scotland

TPAS Scotland has announced a new organisational structure, which it said will ensure it remains financially strong and continues to meet its members’ needs by becoming “a more modern, flexible and responsive organisation”.

The organisation’s new structure reduces the number of permanent members of staff to two, with other roles carried out by ‘TPAS Scotland associates’ which are contractor roles.

Jacqueline Norwood, who was appointed Interim Chief Executive in August 2023, will continue to lead TPAS Scotland as Executive Director until March 2026, when the organisation will appoint a permanent leader.

There have also been changes to titles, roles and areas of responsibility for permanent members of staff.

Elaine Scoular’s title has changed from Operations Director to Director of Corporate Services to better reflect her role. Elaine’s areas of responsibility, including governance, finance and TPAS Scotland’s annual conference, remain the same.

Previously Development and Delivery Manager, Eveline Armour is now Head of Engagement. This is a new role which replaces both the Development and Delivery Manager and Project Manager positions. Tony Kelly retired from the latter post at the end of July this year. Eveline is now responsible for areas, including engagement activity, membership activity, and the organisation’s Housing professionals’ Conference.

Joining the Executive Director, Director of Corporate Services and Head of Engagement to form TPAS Scotland’s core team is Stacey Johnston as the Creative Associate. Stacey is responsible for social media, supporting forums and creating and delivering learning sessions. Eveline and Stacey will deliver and provide support for the organisation’s Tenant Participation Certificate.

There are also several changes to associate positions. Tony Kelly has become an engagement associate and will carry out tenant participation and engagement work.

Kirsten Walker, previously Communications Manager at the Scottish Federation of Housing Associations (SFHA), will be the organisation’s Marketing Associate, after Anna-Marie Taylor left the role at the end of August. Kirsten will be responsible for generating positive news coverage for TPAS Scotland, creating events marketing content, helping to ensure tenants’ voices are heard and creating content for the organisation’s monthly newsletter.

Management and housing specialist Carolynn Malone has joined as an associate and will be working across several organisational areas.
Debs Allan, formerly Member Solutions Manager at SFHA, will also be an associate. She will review the TPAS Scotland accreditation scheme and support commissions and tenders.

It is anticipated that Lesley Baird and Helen Barton will remain as associates until the end of this year, supporting the Tenant Participation Certificate and the accreditation scheme.

TPAS Scotland operates a dynamic working model, as the business requires, and this has been extended to the permanent positions.
